There is a program called Lifeline where you can get huge discounts on your phone bill.
I signed up for my grandfather and he is now paying less than $10.00 a month.
You can print the form on-line or call for assistance (1-800-974-6006). The customer service is fantastic and will work with you to get you the best deal possible.
I believe this is for Medicaid customers only but not sure.
