Looking for help in diagnosing adult with special needs

I have a friend that as a child was always in a special needs class. He is now 25 male and being pushed off by his mother and it is visually verifiable that he has some type of condition.

His childhood teacher stated that he may have MMR but his mother never paid any attention to the teacher’s suggestions. His sister is taking him in West Palm Beach but how and what can we do at this stage in his adult life to be able to get him some kind of help to first identify his condition and secondly get him help that will allow him to function in everyday society.

We are looking to first try and find out or get to the root of the condition. We want to get him diagnosed but do not know where to start. Can you recommend anyplace?
